根據(jù)《中華人民共和國(guó)土地管理法》、《中華人民共和國(guó)城市房地產(chǎn)管理法》、《中華人民共和國(guó)城鎮(zhèn)國(guó)有土地使用權(quán)出讓和轉(zhuǎn)讓暫行條例》、《招標(biāo)拍賣掛牌出讓國(guó)有建設(shè)用地使用權(quán)規(guī)定》、《招標(biāo)拍賣掛牌出讓國(guó)有建設(shè)用地使用權(quán)規(guī)范》以及《浙江省國(guó)有建設(shè)用地使用權(quán)網(wǎng)上交易規(guī)則（試行）》等有關(guān)規(guī)定，經(jīng)玉環(huán)市人民政府批準(zhǔn)，玉環(huán)市自然資源和規(guī)劃局決定公開出讓1幅國(guó)有建設(shè)用地使用權(quán)?，F(xiàn)將有關(guān)事項(xiàng)公告如下：

二、本次出讓地塊競(jìng)買對(duì)象
競(jìng)買人須為從事供應(yīng)鏈管理經(jīng)營(yíng)的企業(yè)，競(jìng)得人若為非玉環(huán)納稅企業(yè)，須在玉環(huán)注冊(cè)獨(dú)立法人企業(yè)并在玉環(huán)納稅。
三、出讓方式
按現(xiàn)狀條件掛牌出讓本公告地塊的國(guó)有建設(shè)用地使用權(quán)，出讓采用增價(jià)競(jìng)價(jià)方式，按照價(jià)高者得的原則確定競(jìng)得入選人及成交價(jià)格。競(jìng)得入選人須在網(wǎng)上交易結(jié)束后5個(gè)工作日內(nèi)，先與蘆浦鎮(zhèn)人民政府簽訂《蘆浦鎮(zhèn)西塘BLP031-0303B地塊用地履約監(jiān)管協(xié)議》，再到玉環(huán)市土地交易中心接受資格審查。經(jīng)審核通過后，與玉環(huán)市自然資源和規(guī)劃局簽訂《網(wǎng)上交易成交確認(rèn)書》和《國(guó)有建設(shè)用地使用權(quán)出讓合同》，《國(guó)有建設(shè)用地使用權(quán)出讓合同》簽訂之日起一個(gè)月內(nèi)付清土地出讓金。按規(guī)定繳納契稅和印花稅，土地出讓金不含市政基礎(chǔ)設(shè)施配套費(fèi)和項(xiàng)目建設(shè)的其他規(guī)費(fèi)。
四、操作途徑
本次地塊的國(guó)有建設(shè)用地使用權(quán)掛牌出讓均通過浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)（https://land.zjgtjy.cn/GTJY_ZJ/go_home）進(jìn)行。申請(qǐng)人須辦理或持有有效的數(shù)字證書（CA認(rèn)證），填報(bào)相關(guān)要求，并按要求足額繳納競(jìng)買保證金，方可進(jìn)入浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)參加網(wǎng)上掛牌出讓活動(dòng)。
辦理數(shù)字證書請(qǐng)參閱“浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)——使用幫助/常見問題”，服務(wù)電話：400-0878-198；受理單位：杭州天谷信息科技有限公司；地址：杭州市西湖區(qū)西斗門路3號(hào)天堂軟件園D幢19樓。
五、本次掛牌時(shí)間安排
1、報(bào)名時(shí)間：參加競(jìng)買的競(jìng)買人申請(qǐng)可在2021年9月14日至2021年9月22日，按《浙江省國(guó)有建設(shè)用地使用權(quán)出讓網(wǎng)上交易規(guī)則（試行）》和本地塊的掛牌出讓須知有關(guān)規(guī)定辦理掛牌申請(qǐng)手續(xù)（競(jìng)買保證金繳納截止時(shí)間為2021年9月22日16:00時(shí)）。
2、地塊的掛牌時(shí)間具體如下：
蘆浦鎮(zhèn)西塘區(qū)塊BLP031-0303B地塊掛牌起始時(shí)間為2021年9月14日15:00時(shí)，掛牌截止時(shí)間為2021年9月24日15:00時(shí)；
競(jìng)買保證金到達(dá)指定賬戶時(shí)間以銀行信息系統(tǒng)記錄到帳為準(zhǔn)。以上其余時(shí)間均以浙江省國(guó)有建設(shè)用地使用權(quán)出讓網(wǎng)上交易系統(tǒng)服務(wù)器時(shí)間為準(zhǔn)。
本次掛牌出讓的詳細(xì)資料請(qǐng)參閱《掛牌出讓文件》。《掛牌出讓文件》及地塊相關(guān)資料，競(jìng)買人可以登錄浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)瀏覽或下載，并按上述文件規(guī)定的操作程序參加網(wǎng)上競(jìng)買。

（五）本次出讓地塊，地塊內(nèi)地下空間主導(dǎo)功能為配建停車位，地下空間不得作為商業(yè)用途開發(fā)建設(shè)，地下建筑面積和深度不限，不計(jì)入容積率。
（六）本次出讓地塊，項(xiàng)目涉及驗(yàn)收、投產(chǎn)、達(dá)產(chǎn)等由蘆浦鎮(zhèn)人民政府負(fù)責(zé)監(jiān)管，競(jìng)得人須與蘆浦鎮(zhèn)人民政府簽訂《蘆浦鎮(zhèn)西塘BLP031-0303B地塊用地履約監(jiān)管協(xié)議》。
（七）本次出讓地塊產(chǎn)權(quán)須全部自持，允許商業(yè)部分產(chǎn)權(quán)以層為單位且建筑面積不得少于3000平方米作為最小分割單元進(jìn)行產(chǎn)權(quán)分割，但不得按不動(dòng)產(chǎn)權(quán)單獨(dú)轉(zhuǎn)讓。
（八）本次出讓地塊不設(shè)保留價(jià)。
